Does anyone know the history and/or current status of who has responsibility for maintaining the roads within PLPOA? Are they all the responsibility of Archuleta county now?
When I moved into Twincreek 20+ years ago, the side roads had little "Not maintained" signs beneath the regular street signs. I was told by the Realtor that was because the neighborhood roads had not been built to the proper specification in order hand them over to the county. On the other hand, my road at least get graded occasionally and snow-plowed (though not in a timely manner). Neighbors back then suggest that the county would be too afraid of someone dying at home because emergency vehicles couldn't get to them, so they would probably take care of the roads whether they wanted to or not.
Some years later the "Not maintained" signs disappeared and I would say our road is now reasonably well maintained. It is typically graded every Spring and Fall, and snow plowing seems responsive enough (though we no longer get the quantity of snow that we used to).
I'm not sure what the status with the mag-chloride (dust suppressant) treatment is now. I think it is done most years, although a few years back there was a local collection to pay for it, as the county wasn't planning to do it.
On the other hand, I remember the area around Cloud Cap getting ridiculously bad before it was finally repaved a few years back.
